graduated in Physics from St. Stephen's College, Delhi in 1975 and in Electronics & Communications Engineering from the Indian Institute of Science, Bangalore in 1978.
Ambassador P.S. Raghavan 36 years with the Indian Foreign Service, which he joined in 1979.
Between 1979 and 1994, he had postings in Indian Diplomatic Missions in USSR, Poland and UK, interspersed with assignments in Ministry of External Affairs (MEA) of Government of India.
and as Political Adviser to the Indian Peacekeeping Force in Sri Lanka at a delicate stage of internal conflict in that country.
He was Consul General of India in Ho Chi Minh City [Vietnam] from 1994 to 1997 and Deputy High Commissioner to South Africa (1997-2000).
From 2000 to 2004, he was Joint Secretary (Director General) in the Indian Prime Minister's Office dealing with Foreign Affairs, Nuclear issues, Space, Defense and National Security.
He was Ambassador to the Czech Republic (2004 - 2007) and to Ireland (2007 - 2011).
In July 2011, he was appointed Foreign Service Inspector in MEA. He conceptualized and spearheaded the creation of the Development Partnership Administration (DPA) of the Government of India.
which shapes, coordinates and monitors India’s economic partnership programs in developing countries, with an annual budget of $1-1.5 billion.
He headed DPA from its inception in January 2012 until September 2013.
From March 2013 to January 2014, he additionally oversaw the functioning of the HR, Establishment and Security Divisions of the MEA. In October 2013, he was appointed Secretary coordinating India’s External Economic Relations.
Ambassador Raghavan was Chief Coordinator of the BRICS Summit in New Delhi (March 2012). From 2012 to January 2014, he was Special Envoy of Government of India to Sudan and South Sudan.
